FINANCE and National Planning Minister Situmbeko Musokotwane says there is nothing strange about NAPSA financing the Lusaka-Ndola dual carriageway. Dr Musokotwane says if the concessionaire, Macro-Oceans Investment Limited, had sourced funds from foreign financing institutions, the profits to be realised from the road project would have been externalised.
